I found one a few systems back I think. Asked me to give it a resource but I had nothing good on me so fed it something minor and it didn't seem impressed. Was wondering if they need Atlas stones to activate? (Haven't googled Atlas stones too widely to avoid possible spoilers about later on in the game)
The portals (not monoliths nor ruins) locations are not dependent upon your proximity to the galactic center. I found one on the star system that neighbors my starting system. Like all of the others, it was inactive. There have been no legitimate claims within the NMS community to have activated one yet. I just finished watching a video where the player, who had already finished the Atlas path portion of the story, collected one of each misc item (vy'keen dagger, convergence cube, etc), plus had in his possession three atlas stones. The portal did not open for him.

I have a theory.
I think it may be possible that each planet is its own puzzle to unlock a portal.
I think the key to opening it involves successfully activating a certain number of ruins/monoliths(the large ones that shoot a blue light into the sky when you succeed).
May take a large amount of these being activated to accomplish this.
The reason I came up with this is because that blue light shoots into the sky and it says stuff like "the structure aids me on my journey". Some may think that blue light is just an effect, and that the "aid" it gives you is just the blueprint .
Like I said, just a theory...but one I am going to test.
Also, think about that Sci-Fi Stargate. The way that it was opened was through ancient language! It took a certain number of "words", then the gate was activated. With all of the other references to sci-fi, this is not a shot in the dark.
Everyone is talking about objects and atlas stones. What everyone should be doing is paying more attention to the words.

I have run into two of them so far. The first one I was mildly annoyed by because I didn't know what it was and couldn't figure out why this monolith had no words for me to learn or way to interact with it. The second one had a rather crazy coincidence to it. I was on youtube while playing the other day and clicked on someone livestreaming NMS. He was trying to figure out the portals. I still had no idea what a portal was until I saw the one on his stream. Less than a minute after finding out what a portal was I happened across my second one. I am almost certain that they are part of some removed content, but I have enough doubt of that idea that it keeps me quite interested in seeing what the community comes up with while studying them.
